hello i want to report a hacker (i think) he looks as he had a weapon

and I saw a player who is not a donator (i think) and he used models
his ingame name:IslandDragon
his steam id:STEAM_0:1:38276911

Island is a donator, and idk about the other guy. I'll check the pic.
