Question Regarding Clientside Modifications

Hello, this is my first time posting on the forum, so please forgive me if I'm not posting in the correct section.
A resident of my town has a clientside modification of some sort that allows him to see exactly how many uses a tool has left before it breaks. He calls it a 'hack', but claims that all it can do is show the amount of uses left in a tool. He also told me not to tell anyone about it, which is pretty dodgy.
What I would like to know is if this type of modification is okay. Rule number two states that no hacking or exploits are allowed, but I am unsure if this modification would fall under the conventional definition of a hack. It does offer a bit of an unfair advantage, but nothing immensely gameplay altering. It is also somewhat likely that the modification does more than show the remaining uses, as I was instructed not to tell anyone of it. (and who makes a clientside mod exclusively for that purpose?)
Sorry if I'm overreacting, I just want to be sure that this resident (a representative of the town) is not breaking any rules.

Showing "number of uses left" shouldnt be a problem, but its up to the rest of the players to look out for any other suspicious activity and report it.

Just as Ant stated, it shouldn't be a problem as long as he isn't using modded clients such as nodus which contain x-ray.

Thats not even a client mod, it's in the game. Some key combo with F3 enables it.

Some quick Google Fu indicated that the combo is F3 + H. Astounding. I detest this player.
