I think it just takes a while for the command to take effect. If you turned on mobs in your town but then turned them off, it takes some time. Same thing happened to me. :L

yeah i have mobs disabled also and they spawn at my room,temple,castle,everywere.mob disablement worked one month ago and now its bugged or something,hostile mobs spawn in some chunks even if mobs are disabled.its annoying
