Uh mm You do no have infinite number of IP Addresses (V4) since there will be a shortage in the next year or 2 and that is why they have been implementing the IP Address (V6) Protocol. Same as if all the IP Addresses are taken for a specific proxy you wouldn't be able to use a proxy then.
