Seems the unban requests area is getting spammed.

Just make people register to post an unban request.

Guests are allowed to post there but it has to be approved first now.

I used to be this way for a while, then i got tired of deleting like 30+ topics a day so i limited it to members only. Now i opened it back up to guests but forgot to enable "approval first".
