Bug?

I've seen the server changed the map twice without rtv last week.
Both times, we only had like 3/8 votes or something like that.
I checked the time right after the server showed changing to... but both times were only 28mins or so.
I just went into checked the server and it was deserted when I joined,the map changed to Sector when I was loading then it showed this right after that.

This might be the different thing but it seems like something is bugged.

I haven't seen it happen but if it does start then something willl have to be done
