So I came to see there are a larger amount of file types. One of them being the CACHE file, which I wanted to find music on TF2 to listen to when I came across the soundtrack.cache file. I then thought, "What program can I use to open this bitch up...?", since I had a feeling that this was an item with other items, mainly should be containing the music files along with the other files.
So I was wondering, what programs could be safe and effective in opening such types of files? Or if what I said was wrong, where can I find the folder that contains the music and other sounds for the Hl2 and TF2 games.

Cache files of steampipe shouldn't be opened by you. They're for game to find loose game files easier. If you want to get tf2 music, head over to the place where you get GCFScape and open .vpk file in your main game directory, tip: open the one with _dir at the end.
