The we'll just have to make some cupolas or domes, bring oxygen in huge bottles, keep the oxygen inside the dome, warm up the dome, bring water, mud and seeds along with some animals, farm trees and plants (With special lights) so there is enough oxygen for everyone, put animals in pens, then bring building stuff and humans = First lunar/martian city.

If all developped countries (Russia, GB, France, Germany, China and USA) invests each 10% of their economy for that, all will be done within 30 years max.
Im pretty sure even a single country could do it (But only China or USA, lol no fucks).
