Yes, Moon is closer for us and few astronomers went there already, bur Moon doesn't have anything that can make you breathe in fresh air compared to Mars that has chances to breath.

Mars may have somewhat stronger gravity than the moon, along with water. If the water is consumable and safe, then we could harvest the ice with machinery. We also may have the ability to create an atmosphere for Mars when the time comes.

However, this could be for a long time, even if the ice was to be melted and used for water and irrigation, we would still need to create an atmosphere or use the of plants to supply us with air...

To be quite honest I don't think that we would even be able to live on Mars or the Mokn even if we had everything we needed because Mars is just weird and a bit too hot, and the Moon has way too many craters and stuff.

The we'll just have to make some cupolas or domes, bring oxygen in huge bottles, keep the oxygen inside the dome, warm up the dome, bring water, mud and seeds along with some animals, farm trees and plants (With special lights) so there is enough oxygen for everyone, put animals in pens, then bring building stuff and humans = First lunar/martian city.
