voteban/votekick

I didn't like the idea from before but I don't think it's a good idea that players can voteban/votekick admins.
Admins shouldn't been acting like anything that deserves to be ban or kick to start with.
And players can just report them IF anything happens.
Make it doesn't work as it doesn't for owners?

So now, all admins are immune to player votes, but this does not mean u can just fuck around. It will be even harsher punishments if you get reported since players will actually have to write a report instead of just taking action within the server.
