You can't get a CC before you're 18 and Paypal wants your ID to check that to remove all limits.

One of my banks offers credit cards to 12 year olds, the other one to 15 year olds. I've had PayPal since I was 15. And yes, all of my accounts are registered in my name with my real age. Including PayPal.
