Mobs like creepers, skeletons, etc.
They aren't spawning at all. Even at night or underground.
Are they turned off?

Well, for some reason they aren't spawning.

How many nights did you wait and were you far away from any towns? I've had this happen when the server first updated only to find out it was just lag on my end.
