Anyone ELSE having this problem with "The Citizen" Mod?

So I finally got HL2 mod in awhile, and its The Citizen.
I watched SO SO SO much of it on youtube then I decided to try it out for myself.
But at the start, the TV guy isnt doing ANYTHING, if I noclip down stairs, Nope, same thing.
Im saying is anyone ELSE having this and know how to fix it?

Does this have anything when I first got it, it said "Graph out of date" thing, its dat a problem?

Not for me, the game rebuilds the graph and continues. So it couldn't be the problem.
