town configurations!

So i have quite a few members in my town and have this problom that they can build ANYWHERE they want in the town....they are not assistants and I do not know how to fix this, can you please post the command to only allow me and my assistants to build throughout the city, and allow residents to only build in there plot.

To set off all resident/outsider permissions:
/t set perm off

Then you can give ppl their own plot, on which only they can build. (unless you set up specific plot permissions)
