Help with making DUP server

My Group Da Ultimate Pimpz (DUP) i am thinking about making DUP Building /Cheat / Script Server. i need ant's help with making a special map for it , and on where to download admin plugins , [SM] commands , the e commands Ex: e_kill , and e_rotate. I also need to know how to make those build chat commands.
