There already exist standards in English-and language in general-for the emphasis of certain lines or phrases. For instance you can set something apart with a dash to emphasize it, put it in bold, italics, or even underlining it. There are as of yet no grammatically acceptable situations in which you can use ALL CAPITAL LETTERS.
