When tcp is not enabled on the port, you cannot try rcon.

wasnt actually rcon though since TCP was blocked. it was some exploit to fake SM admin, and then he was using sm_rcon

Thought that this Yago hacking thing was reason of blocking rcon tho. Thanks for explaining tho
