Best free Photo-Editor program?

Ya, I am looking for such after I saw KingShadz thing about Zabak's Pic. I have talent for it but I would want to try that out for a shot.

Now, I don't know what else is this interesting and yet, free.

No, I won't get the Cracked version because I'd rather not get a virus or some other shit inside of it. I am using Paint.NET but the effects and such as I used for my Signature are not really as impressive as I wanted it to be.

So what my question is, what is the best free Photo program that is both virus free, and yes (derp), free.
Or is there a Photoshop Program that I missed that is not over $500.

By the way, I ain't asking Kingshadz to help make me a spray my self not because of our old conflicts (which I don't care about at all we cool if you wanna be) but I am saving my items for a good buy.

Yea, I got lucky with the PhotoShop CS4, My University provided me with the Adobe Deluxe pack, I'm still not that great at Photoshop from scratch, but I can enhance current images.

By the way, I ain't asking Kingshadz to help make me a spray my self not because of our old conflicts (which I don't care about at all we cool if you wanna be) but I am saving my items for a good buy.

It's cool now, I just had alot going on in my life then, you know, with my first job and stuff.
